We have been thru this several times.  It was finally agreed upon that a
platform could set EI_OSABI to non-SVR4 if they liked.  But that setting
it _could_ mean standard ELF tools could not properly process the file.

FreeBSD/arm will also set EI_OSABI to ELFOSABI_FREEBSD as all FreeBSD
platforms do.

Binutils should not be messing with a non-0 value.  And will upset us on
FreeBSD if Binutils starts to.
