Hi Guys,

  All this talk of ChangeLog sizes on the gcc lists today made me
  realize that it was about time that we rotated the binutils
  ChangeLogs.  So I have done so.  I have cut off all the current
  (big) binutils ChangeLogs at the end of 1999, and created the
  following new files:

	    bfd/ChangeLog-9899
	    binutils/ChangeLog-9197
	    binutils/ChangeLog-9899
	    gas/ChangeLog-9899
	    ld/ChangeLog-9197
	    ld/ChangeLog-9899
	    opcodes/ChangeLog-9297
	    opcodes/ChangeLog-9899
