problem with i386-pe partial link

Anybody know what's going on here? This is with the code from CVS, configured
with --target=i386-mingw32msvc.
$ cat t.s
a:
.section __foo1234,""
.long a
$ ./gas/as-new -o t.o t.s
$ ./binutils/objdump --reloc t.o
t.o: file format pe-i386
RELOCATION RECORDS FOR [__foo1234]:
OFFSET TYPE VALUE
00000000 dir32 .text
$ ./ld/ld-new -r tt.o t.o
$ ./binutils/objdump --reloc tt.o
