Hi,

I'd like to propose to remove "atoff" from newlib.

AFAICT, it's not covered by any current standard, I am aware about
nor can I find it implemented in Linux, FreeBSD or NetBSD.

It's exported by Cygwin, so we should keep it for backward compatibility.

Face it. No modern OS uses it, many of them probably never supported it. => Hardly any portable SW will rely on it.

"keeping a function just because Cygwin exports it", to me reads as "Cygwin is a blocker to progress" in newlib - This attitude of yours needs to change.
