From the monitor menu, it should be possible to create a new process that is
being monitored.

The action would:

- create a terminal tab dedicated to the process
- create the process
- ?allow a default set of observers to be selected (something like the
observer-picker window)

This was added some time ago.  Might need to be debugged in light of recent
changes.  New bugs will be filed when they are found.
