This bug comes and goes.
when you try to add and observer to a proc or a task no responce comes back.
if you print state before it is "unattached"
if you print state while waiting for the observer to be added it is "Attaching"
and it stays in that state 
This is on FC5

Was due to an unhandeled exception in the GUI...fixed.
