The Russians have crossed the Vistula, and are closing in on the town. They know the town is well-defended, but not how well. In any case, their task is to take it from the Germans, at any cost.
Since the Russians are on the move, all of their artillery and infantry are either riding or being towed. The Germans are in place, so the Russian commander must choose whether to charge in to capture (and hold!) quickly, or to conduct a stronger assault that clears the defenders first. In eiher case, the Russians should use the woods and gullies to protect against German fire.
The German situation is more static, although an a well-conducted spoiling attack could bog down the Russians and prevent them from getting very far in the allotted 10 turns.
