This is not XSLT 1.0 namespace - if you want support for Microsoft's looks-like-xslt-but-is-not language, you should contact their support.

An expression like that it slow, especially when you select it twice, so you should consider rewriting your stylesheet to not use //.

Was this what you wanted from the conditional section?

        <xsl:attribute name="target">
          <xsl:choose>
            <when test="starts-with(URL, 'http://')">_top</xsl:when>
            <xsl:otherwise>ESRCanvas</xsl:otherwise>
          </xsl:choose>
        </xsl:attribute>
        <xsl:value-of select="TITLE" />
 	</A>
