well the input tree has to come from somewhere, just as the tables over
which an SQL query operates have to come from somewhere, but quite where
they come from is not specified by the XSLT spec.
I was coommenting on your remark

XSLT does not assume read or write access to anything that would
normally be called an external resource (such as the filesystem for
example)
