to be pedantic
u can't change xml encoding dynamically in the sense that based on a
condition choose either/or encoding... ( ok there are some funky ways of
doing this if the transform is being handled via scripting, though its a
pipeline in any case )
more likely u want
to use <xsl:output/> statement, u can set the encoding attribute of output
there.
