why not just use &#160;  when you need it and save yourself the bother
of defining an entity? In this case you could just as well use a
<xsl:text> </xsl:text> (ie a space character)

But as I mentioned before you should not need this. If you are writing
HTML then the system should not be using XML empty element syntax, so
either your stylesheet is wrong or there is a bug in the system you are
using.
