One thing I used when trying to achieve a similar result was to use the <xsl:attribute-set> functionality.
For example, in my XSL I had:
<xsl:element name="fo:block" use-attribute-sets="heading">
... stuff for the fo:block here ...
</xsl:element>
<xsl:attribute-set name="heading">
<xsl:attribute name="font-size">16pt</xsl:attribute>
<xsl:attribute name="font-weight">bold</xsl:attribute>
<xsl:attribute name="color">#003366</xsl:attribute>
<xsl:attribute name="space-before">12pt</xsl:attribute>
</xsl:attribute-set>
which should create:
<fo:block font-size="16pt" font-weight="bold" color="#003366" space-before="12pt">
... result of the stuff for the fo:block here ...
</fo:block>
