One way of doing a breadth-first tree walk is:

<xsl:template match="position">
  <xsl:apply-templates select="child::position" mode="visit"/>
  <xsl:apply-templates select="child::position"/>
</xsl:template>

<xsl:template match="position" mode="visit">
  <xsl:value-of select="."/>
</xsl:template>
