I want to generate <!NameFunction="Save"> for Palm brouser. It's call his
function "Save". Maybe i can to do it with xsl extension?

If you output <! (which as someone noted you could do with
disable-output-encoding) then the result is _not_ HTML.
The sequence <! is illegal in HTML just as it is in XML.
(except for starting comments and other declarations, or in CDATA
sections or elements)
Why do you want to generate <!NameFunction="Save"> ?????
