One reason for using it might might be if you wanted precise control
over how much true whitespace (as defined in the XML spec) gets through
to your output along with the NO-BREAK-SPACE. The best discussion I know
of this tricky point is p 132-3 of Mike Kay's book (spectacles-on
version)
