<xsl:variable name="val3">1</xsl:variable>
How to do: $val3=$val1+$val2
You can't as you've assigned var3 to be 1 and you can't change the value
of a variable once it is bound, but you could have done
<xsl:variable name="val1">1</xsl:variable>
<xsl:variable name="val2">1</xsl:variable>
<xsl:variable name="val3" select="$val1 + $val2"/>
