I think most implementors have interpreted this to mean that names starting
"xml" should be accepted, on the basis that a new W3C REC can legitimize
them at any moment without prior notice. In other words, this is advice for
users, not for implementors. But certainly, users have no grounds for
complaint if a processor rejects such names.
