You can do this at runtime; e.g., with SAXON, you'd run
java com.icl.saxon.StyleSheet myinput.xml myTOC.xsl > TOCout
java com.icl.saxon.StyleSheet myinput.xml myBody.xsl > Bodyout

... but you don't need to run XSLT twice to do that. Unless you want the
TOC and text in separate output documents, you want to run one stylesheet
with different modes.
