You need to declare href as an xsl:attribute of an anchor tag, thus:

<ul>
<xsl:for-each select="Link">
<li><font color="#008000">

<xsl:attribute name="href">

<xsl:value-of select="Address" />

&#xA;<xsl:text />
<xsl:value-of select="Name" />

</xsl:for-each>
</ul>
</xsl:template>

The above should work.

The problem is incorporating the "a href".
