Unfortunately, that typo was only in my email, not in my XSL.
My XSL looks like (I cut and pasted this time):

<xsl:stylesheet
version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
<http://www.w3.org/1999/XSL/Transform>
xmlns:svgns="http://www.w3c.org/2000/svg"
<http://www.w3c.org/2000/svg>>
<xsl:template match="svgns:svg">
<xsl:comment> svgns:svg element </xsl:comment>
</xsl:template>
</xsl:stylesheet>
and my XML looks like:
<?xml version="1.0" ?>
<!DOCTYPE svg PUBLIC "-//W3C//DTD SVG 20001102//EN"
"http://www.w3.org/TR/2000/CR-SVG-20001102/DTD/svg-20001102.dtd"
<http://www.w3.org/TR/2000/CR-SVG-20001102/DTD/svg-20001102.dtd>>
<svg width="120" height="130">
<polygon style="fill:limegreen" points="92,110 112,80 112,110" />
</svg>
and I still don't get a match.
