u've hit upon the main problem of dtd's in that they do not share the
same language/syntax as xml, this aspect makes them hard to manipulate
or generate with xsl.
u can look at at some other solutions, such as the impending xml
schema,xsl based schematron, etc. but u may find sticking to dtd now is
the best option. there are many 3rd party translators for going from dtd
to xml schema ( for example ).
