The XSL WG considered trying to mirror HTML 4.01 more closely, however it
appeared that as HTML had deprecated the use of "language" but had not yet
established MIME registrations for language names, this could be difficult.
The solution proposed in the XSLT 1.1 working draft (which can, of course,
be changed in response to comments from other working groups) was chosen
because it matches the way other such names are handled in XSLT, e.g. output
methods and system properties.
