My original code was trying exactly what you have suggested, but unfortunely
it creates invalid XSL due to xsl:key is top-level element, so it can not be
an element inside templates.

What about creating the key inside the template that matches itemlist?
<xsl:template match="itemlist">
<xsl:key ...>
</xsl:template>
