Easiest way:
<xsl:value-of select="concat('http://www.speedtrak.com:8900/servlet/RouterServlet',@url)"/>
If this isn't working for you and you are using MSXML/IE5, consult

A less efficient way:
<xsl:text>http://www.speedtrak.com:8900/servlet/RouterServlet</xsl:text>
<xsl:value-of select="@url"/>
