I resorted to doing the following:

<xsl:text disable-output-escaping="yes">&amp;nbsp;</xsl:text>

Sometimes telling someone to "get another X" is not an option, so you have to make do.

thanks, I wish I could say this to our customers. This problem happened in both
IE and Nescape.
