The string() function when applied to a node-set (which <xsl:value-of> does
implicitly) returns the string-value of the first node in the node-set. If
you want all the values, use something like:
<xsl:for-each select="//EXPIRE">
<xsl:value-of select="."/>
</xsl:for-each>
