You have the wrong process model in mind. Don't do-until-go-back.
Instead, select the nodes you want to put in the div, then select the
next set of nodes.

<div style="font-size:72pt">
<xsl:apply-templates
select="*[not(preceding-sibling::pb or self::pb)]"/>
</div>
<xsl:apply-templates
select="*[preceding-sibling::pb or self::pb]"/>
</xsl:template>
