THE XSLT:
<xsl:for-each select="name">
<xsl:variable name="teststring" expr="name[starts-with(.,a)]"/>
</xsl:for-each>
note that isn't xslt you are working from a very early draft. the
attribute should be select not expr.

it is the empty node set in all cases as the xpath expression name selects
child elements called name, and none of the nodes in the list selected
in the for-each has a child called name.
