   The <xsl:comment> element outputs the 
   more familiar <!-- --> stuff in the results.

   It is not a comment inside of the XSL.

Yes, of course. Which means that any xml application using the output
of the stylesheet may not see the javascript at all, as an xml parser
is at liberty to discard comments.
