consumption-per-build still doesn't work


In my new version of knights.g, conjurers can produce humanoid troops,
such as goblins, at a much faster rate than most goblin lairs could
produce them.  However, the conjurer burns a lot of mana in the process
(the goblin lair does not).

I used the following to make conjurers and only conjurers require mana
for building new units:

(table consumption-per-build
(conjurer mana 2)
)

However, a conjurer is still able to build goblins when it is reduced to
zero units of mana!

The primary requisite for any new tax law is for it to exempt enough
