I used the 'C' command. Two towns were building 99 infantry and
a third was building 99 armour. All towns happened to complete a
unit at the same time when I canceled the build tasks. While
trying to set up the new build tasks, the towns went into revolt
mode. :-) This continued for several turns, but during that
time, I could build in other towns. The towns where clustered
together at or near the edge of the map. Two where in mountains
and the other was in a plains hex.

I needed all the towns to build fighters instead of ground units.
