Sunrise view update bug fixed


I have now checked in a fix to the sunrise view update bug. The problem was
an anti-cheating feature that partially disabled the view update code so
that players would not be able to discover hard-to-see units by repeatedly
refreshing the screen.

I have also checked in a number of improvements to the view coverage, cell
coating and border drawing code, mostly in the Mac interface. However, the
tcltk border code has also been simplified somewhat. For example, no
borders are now drawn against liquid terrain, similar to the Mac interface.

For game designers, it is now possible to specify if meridians, feature
boundaries and shorelines should be drawn by default or not. These game
file gvars will override the user preferences, but the user can still
toggle these features manually for a given map. A number of games have been
updated with the new gvars. See the ChangeLog for details.
