This is exactly how Xconq works - on the Mac and if you play an advanced
game (currently only ane.g). You ctrl-click on a city and it opens up a city
dialog where you can set build tasks etc. Ctrl-clicking on other units open
a small closeup window instead, which floats on top of the map. Hopefully,
these features will eventually be available on other platforms, too.
