[Bug releng/11642] New: install tapset-reference-guide builder scripts/programs

With other packages starting to install systemtap tapset files,
they might like to use the same embedded documentation system
we have in the standard tapset.  However, the doc/*Tapset* files
are never installed, and are not in a shape to be easily used
for third-party tapsets.  So let's install a variant of the
tools for third-party tapset->man/html document generation into
some new subrpm.
