Moving the userspace probe support code from the translator to the runtime

Subject: Moving the userspace probe support code from the translator to the runtime

I have been working on pr11140 and pr11151 which are both related to the userspace probing. To make life a bit easier moved the the user space probing boiler plate code from the translator into the runtime by removing some of the steps required to test out changes in uprobe support code.

Any comments on this would be appreciated.
