staprun:init_cap:73: ERROR: cap_set_proc: Operation not permitted

I know have seen this before but cant remember the fix.
Can someone refresh my memory?

Red Hat Enterprise Linux Server release 5 (Tikanga)
Kernel 2.6.24-rc7

This is the error I get when running stap (as user root)

staprun:init_cap:73: ERROR: cap_set_proc: Operation not permitted
