Remove implicit static user probe semaphores.
dtrace.in (class provider): Define foo_ENABLED using builtin_expect
sdt.h (STAP_SEMAPHORE): Remove. Explicit foo_ENABLED can be used instead.
(STAP_PROBE): Likewise.
