It compiles with -Os instead of -O2, giving smaller code size.

Hello,
While preparing my next patch, I did look at the configure option
--enable-target-optspace.
As far as I can see, this option is used in a lot of configuration files,
but has no effect on the resulting product.
Am I missing something?
