$ export CC=arm-none-eabi-gcc
$ cd newlib-cygwin-arm
$ ../newlib-cygwin/configure
That is not how cross-compiling works. Cross-compiler toolchains
(binutils/gcc/gdb/newlib) are built by configuring with the desired
--target.
