[PATCH] Update cdefs.h and stdatomic.h


I recently encountered a problem with the atomic flags implementation
provided by Newlibs <stdatomic.h> (which I copied in March 2013 from
FreeBSD).  I falsely blamed GCC in the first place:

This patch updates the cdefs.h and stdatomic.h files with the latest
FreeBSD versions which fix the bug:
