[PATCH, RFC] Use the toplevel config directory in aclocal.m4

The patch replaces the confsubdir.m4 file in newlib repository to use the autoconf bugfixes in override.m4.

However, I am not sure that you want to do that. Since all the fixes in override.m4 are already in autoconf 2.62, and newlib/libgloss are all using 2.61, you might as well regenerate everything with 2.62 instead
