* mips/Makefile.in: Add rule for cygmon.o and pass the -mno- mips16 option since it uses the syscall instruction.
broke building on targets that don't happen to have a syscall.h in the default locations for the compiler to look into.
It can't find the syscall.h in the directory above.
I hope the appended patch works for you.
