Eh? I was under the impression that all FSF copyright assignments
transfer ownership to the FSF.

I've re-read my copy of the papers and there's a paragraph
explicitly saying:

"(d) FSF agrees to grant back to Developer, and does hereby grant,
non-exclusive, royalty-free and non-cancellable rights to use the
Works (i.e., Developer's changes and/or enhancements not the
Program that they enhance), as Developer sees fit; this grant back
does not limit FSF's rights and public rights acquired through
this agreement."

Yack, I really hate legal matters ;-)

So do I. Anyway, I have confirmed what you said above with someone here who is more qualified to speak about the GPL; you are allowed to relicense those macros to newlib. I will commit your new patch when it is ready.
