contributing new port?

Tensilica has ported newlib to work with Xtensa processors. It seems like it
might be a good thing to contribute our port. What is the process for this?
I'm wondering mostly about the copyright issues & etc. Since newlib is
maintained by RedHat and not FSF, I assume we don't need to assign our
copyright to the FSF. Judging from COPYING.NEWLIB, it looks like we need to
release our code with some sort of free software license -- any particular
requirements?
