m32r-elf build requires gdb?

Hello,
I was of the impression that for combined tree
cross-builds, only gcc, binutils and newlib cvs
modules were needed. m32r-elf however fails to build
currently with:
/home/dara/mainline/objdir/binutils/ranlib libmon.a
make[2]: *** No rule to make target
`../../../../combined/libgloss/m32r/../../gdb/m32r-stub.c',
needed by `m32r-stub.o'. Stop.
make[2]: Leaving directory
`/home/dara/mainline/objdir/m32r-elf/libgloss/m32r'
make[1]: *** [stmp-bsp] Error 2
make[1]: Leaving directory
`/home/dara/mainline/objdir/m32r-elf/libgloss'
make: *** [all-target-libgloss] Error 2
Does this mean that one needs gdb to build m32r-elf
targets? Will gdb be required by other such targets as
