ARM_ELF target monitor selection

Hi all,
I've two problems with Newlib:
- I need to use Newlib on a arm-elf target.
on my target there isn't any debug monitor
so ARM_RDP_MONITOR, ARM_RDI_MONITOR,
... should be undefined.
I don't now where this symbols are defined,
maybe during config process?
Wat are the options for configure a
build tree without support for debug monitors?
- Wat I've to do to generate a reentrant version of libc ?
Can any one help me ?
