Convert HPPA to use <bits/fcntl-linux.h>



Here's an updated patch for hppa to use <bits/fcntl-linux.h>. The patch is also part of my git branch aj/shared-linux-fcntl.

	definitions and declarations that are provided by
	<bits/fcntl-linux.h> and include <bits/fcntl-linux.h>.
