[PATCH] ARM: Use <bits/fcntl-linux.h>


This untested patch make use of the new <bits/fcntl-linux.h> header
and depends on my patch for F_GETLK etc that I just send.

Ok to commit?

	definitions and declarations that are provided by
	<bits/fcntl-linux.h> and include <bits/fcntl-linux.h>.
