This sounds reasonable. Do you know other countries, maybe from Latin America,
where US Letter is commonly used but the locale data provide A4 instead? Let's
find more countries which need the same change.
Please update your patch: add your email address and commit comment.
Use git format-patch to generate the patch, the result will contain all missing
parts. This will help to attribute you the authorship of the patch when it is
pushed to the glibc source code.
Also I think it is reasonable to backport the same fix to 2.27 stable branch
but 2.28 must be fixed first.
