Probably the same in more es_* locales except es_PE and es_UY, as far as I
know.

That's really not a sufficient reason because Spanish is an official language
in 20 more countries. Bolivia is not a special place in this group. I think
that it's better to use copy "es_ES" because Spain is an original location of
Spanish.

... therefore copy "es_ES" everywhere (where applicable, of course) including
es_BO.
